The Road Accident Fund’s mission is to provide timely and equitable assistance to those affected by motor vehicle accidents through the provision of appropriate social benefits to ensure financial relief and recovery for qualifying individuals.
Purpose of the Job: Reporting to the Chief Governance Officer, the successful incumbent is accountable to identify and manage all strategic and operational risks by employing clearly defined and managed mitigation strategies across the Fund. In addition, the role holder is also accountable to strategic manage compliance, business continuity, data governance, ethics and the privacy office to ensure the adequate achievement of the strategy and alignment to the RAF mandate.
Key Performance Areas
Enterprise Risk Management

- Lead and manage strategic risk profile of the RAF.
- Lead and direct the implementation of corporate governance best practices and policies within the RAF’s Risk management environment.
- Lead and direct the development, implementation and maintenance of risk management policies, processes and strategies.
- Facilitate the review of RAF risk exposures vs reinsurance cover to ensure effective and adequate controls.
- Ensure that the risk mitigation strategies are appropriate, implementable and that associated targets are achievable for business units.
- Lead and direct the periodic risk and compliance audits in cooperation with internal audit and forensics.
- Lead and direct the risk mapping using the strategic, key operational and business unit-level risk profiles to establish what risks are assured and by whom and what risks should be assured and by whom.
- Provide strategic advice to executives on emerging risks and mitigation options.

Lead and Direct Ethics Management

- Lead and direct the development, implementation and maintenance of Ethics management policies, processes and strategies.
- Provide leadership and direction in the implementation of approved ethics initiatives.
- Provide leadership and direction in the responses to alleged violations of rules, regulations, policies and procedures and standards of conducts at leadership level.
- Provide leadership and direction on the development of code of ethics and integrate ethical standards.
- Ensure independent ethics assessment and external reporting.
- Oversee the review of ethical related policies such as the whistle blowing policy and declaration of interest policies.
- Oversee and approve ethics effort reports that are submitted to the board committee and management.

Business Continuity Management

- Lead and direct the development, implementation and maintenance of Business Continuity management policies, processes and strategies.
- Lead and direct the identification of potential business interruptions and develop safeguards against these interruptions,
- Lead and direct the Implementation of recovery procedures in the event of a business interruption
- Lead and direct the contingency planning concepts and procedures.
- Safeguard data processing operations by identifying potential problem areas and single points of failure that may result in interruptions to critical data processing operations.
- Ensure that Corporate Asset Protection procedures cover critical Business Resources located at regional Business Offices.
- Lead and direct the development of plans for crisis management and execute on those plans when required.

Compliance Management

- Lead and direct the management, monitoring and reporting on legislation, codes, regulations and standards affecting the RAF s to ensure awareness of all legislative, administrative and regulatory compliance requirements.
- Lead the monitoring of compliance by business units with applicable legislative obligations.
- Advise business on the compliance obligations.
- Oversee the training of business units on compliance procedures and policies.
- Lead the monitoring of submission by the business of statutory reports.
- Lead and direct the management, implementation and maintenance of a compliance framework, policies, charter and e manual.
- Ensure compliance to all standards approved by the Board and Governance structures.

Data Governance

- Lead and direct the development and implementation of disaster recovery, data sensitivity, back-up.
- Lead and direct the development of safeguards and Business Recovery Plans and Procedures governing the remote Business Offices and Operations.
- Lead and direct the implementation of POPI act initiatives.
- Lead and direct the implementation PAIA.
- Lead and direct the development and implementation of General Data Protection Regulation that will govern the Fund.
- Lead and direct the development and implementation of Data Privacy Management policies and frameworks that will govern the Fund.

Strategy Development and Operational Planning

- Lead the Implementation of the Enterprise Risk Management strategy and plan that ensure alignment with short-term and long-term objectives.
- Lead the implementation and annual review of the overall Strategic Plan for the Enterprise Risk Management department.
- Oversee and implement specific key performance indicators and measures against outcomes detailed in the departmental strategic plans as set out by the Executive.

Policy Review and Implementation

- Provide direction on the development and implementation of policy, procedures and processes.
- Provide advice and guidance to the Policy department on legislative compliance, emerging issues, risks and the implementation of changes required on policy matters.

Stakeholder Management

- Create risk management awareness throughout the Fund through various engagements with RAF employees.
- Engage with relevant internal stakeholders during a disaster recovery.
- Facilitate communication with all levels of stakeholder contact.
- Ensure adequate representation of the Fund in relevant external activities and events.
- Maintain proactive and progressive relationships with key stakeholders incl. organised labour and attorneys etc.

Financial Management

- Develop and implement RAF operational Enterprise Risk Management budget.
- Ensure that the periodic financial and strategic goals of RAF as well as the performance expectations of the various teams within are achieved.
- Responsible for reporting and reviewing Enterprise Risk Management financial and non-financial goals.
- Ensure sufficient internal control measures are implemented for adherence to PFMA, RAF and other relevant legislation and regulation.

- Ensure the sourcing, development and retention of a high-performance team.
- Oversee the implementation of human capital processes and procedures to control/ regulate workplace conflict and/ or institute corrective measures and consultation processes to address deviations from standards.

Reporting

- Report quarterly on progress with implementation of operational plans.
- Lead the development of functional reporting systems, for management, project or performance reporting.
- Ensure regular and periodic reports are prepared and submitted as and when required to provide progress updates and/or inform management decisions.

Qualifications and Experience
-

- Bachelor’s Degree in Risk Management and or related qualification.
- Post graduate qualification in Risk Management and/or related qualification.
- Post graduate qualification in Business Management or Administration will be an added advantage.
- At least 10 - 12 years’ Risk Management/ Ethics/ Data Governance experience of which 5 must have been at a senior management level.
- Experience as a Certified Business Continuity Specialist/ Risk Management/ Ethics Officer will be an added advantage.
