The Road Accident Fund’s mission is to provide timely and equitable assistance to those affected by motor vehicle accidents through the provision of appropriate social benefits to ensure financial relief and recovery for qualifying individuals.
Purpose of the Job: Reporting to the Chief Strategy and Transformation Officer, the successful incumbent is responsible for providing strategic leadership, vision and direction in supporting the RAF’s digitized technology needs and managing alignment with the RAF Business Strategy. The role holder will also be responsible for giving technology direction and setting standards for the Road Accident Fund.
Key Performance Areas
Digital Transformation
- Lead and direct the planning, development and implementation digital transformation initiatives across the RAF.
- Provide strategic direction and manage the digital transformation and innovation within RAF.
- Lead, direct the management, measure and report on performance of all digital campaigns, and assess against Return on Investment and KPI goals.
- Provide strategic leadership, vision and direction in supporting RAF’s digitised technology needs and maintain alignment with the RAF Business Strategy.
- Utilize strong analytical ability to evaluate end-to-end customer experience across multiple channels and customer touch points.
- Evaluate emerging technologies.
Lead and Direct IT Architecture
- Lead and direct the IT Architecture business strategy of the RAF and ensure that the architect is aligned with the overall Information strategy.
- Give direction to the technology standards and architecture group to develop technology standards & acquisition or management plan.
- Review the King III compliance measures/initiatives.
- Exposure to data management, hardware platforms, networks, enterprise software applications, and outsourced systems, including Cloud Computing.
Strategic Digital Relations Management
- Collaborate with business on technology services governance and compliance
- Drive the effective alignment of Digital contracts and Service level agreements.
- Direct Technology and Digital communication strategies to enhance organisational technology awareness and engagement.
- Drive the adoption of digital tools to improve RAF processes and efficiency.
- Drive the RAF internal Technology and Digital communications to ensure clear and concise messaging.
Technology Governance
- Review the governance structure and processes and approve them for implementation.
- Ensure the alignment of technology governance with the corporate governance.
- Ensure that these governance processes are adhered to by periodically reviewing the compliance reports.
- Periodically review the objectives and processes of Governance to incorporate necessary changes to the structure and processes.
Application Development and Business Intelligence
- Oversee the development, design, and implementation of new applications and changes to existing computer systems and software packages.
- Responsible for the development, review, and certification of all back-up and disaster recovery procedures and plans.
Oversight on the IT Transactional Services
- Provide oversight in the efficient and effective management of the operations of ICT service desk and command center to ensure communication and management of support functions among the user community.
- Provide strategic direction in the efficient management of the infrastructure of the organization so as to ensure smooth business operations.
- Ensure the development and deployment of applications that serve the needs of RAF business users in carrying out their operations effectively.
- Oversee and lead the maintenance of records and databases containing critical asset information, and service agreements for the organization’s hardware and software.
Strategy Development and Operational Planning
- Lead the Implementation of the Technology and Digital business strategy and plan that ensure alignment with short-term and long-term objectives.
- Lead the implementation and annual review of the overall Strategic Plan for the Technology and Digital department.
- Oversee and implement specific key performance indicators and measures against outcomes detailed in the departmental strategic plans as set out by the Executive.
- Provide strategic input into the plan of the current and future interventions necessary to achieve acceptable levels and standards of the RAF strategy and operational plans to the Executive forum.
Policy Review and Implementation
- Provide direction on the development and implementation of policy, procedures and processes.
- Work with appropriate structures to ensure effective execution of policy and practices.
- Provide advice and guidance to the policy department on legislative compliance, emerging issues, risks and the implementation of changes required on policy matters.
Stakeholder Management
- Promote RAF’s relationship with strategic stakeholders, including the Registrar, Board of Directors, employees, authorities and service providers.
- Establish and maintain effective working relationships with clients, government officials, and media representatives and use these relationships to develop new business opportunities.
- Interact with other managers to provide consultative support to planning initiatives through financial and management information analyses, reports, and recommendations.
- Facilitate communication with all levels of stakeholder contact.
Financial Management
- Provide strategic input into annual planning and budget development to support strategic operational goals.
- Develop and implement RAF operational Technology and Digital budget.
- Ensure that the periodic financial and strategic goals of RAF as well as the performance expectations of the various teams within are achieved.
- Ensure sufficient internal control measures are implemented for adherence to PFMA, RAF and other relevant legislation and regulation.
Reporting.
- Report quarterly on progress with implementation of operational plans.
- Lead the development of functional reporting systems, for management, project or performance reporting.
- Lead and direct the development of reports or policies or procedures and guide the process through the alignment of these documents to the overall RAF’s Strategy.
- Ensure regular and periodic reports are prepared and submitted as and when required to provide progress updates and/or inform management decisions.
People Management
- Ensure sourcing, development and retention of a high-performing team.
- Ensure the motivation, cohesiveness, and alignment of the organization’s team members.
- Oversee the implementation of human capital processes and procedures to control or regulate workplace conflict and/or institute corrective measures and consultation processes to address deviations from standards.
Qualifications and Experience
- Bachelor’s Degree/ Advanced Diploma in Information Technology or related qualification.
- Post graduate qualification in Information Technology or related qualification.
- Post graduate qualification in Business Management or Administration will be an added advantage.
- At least 10 – 12 years’ experience in an IT environment of which 5 (five) years must have been at a senior management level.
- Experience with implementation of information technology integrations in a large division or company.
- Experience in leading digital or technological transformations.
