The Road Accident Fund’s mission is to provide timely and equitable assistance to those affected by motor vehicle accidents through the provision of appropriate social benefits to ensure financial relief and recovery for qualifying individuals.

 

 

 

Purpose of the Job: Reporting to the Board Secretariat, the successful incumbent is accountable for managing the provision of administrative support as well as expert, efficient and effective business services needed to deliver on Board meetings. The incumbent will also be responsible for leading the team in improving its processes and procedures whilst ensuring an excellent service to the Board in line with RAF’s mandate.

 

Key Performance Areas

 

Board Support as per King Principles

  • Ensure recording and taking of board committee meeting minutes.
  • Validate minutes to ensure true reflection of the meeting discussions and  action list.
  • Ensure downloading, backing up of recordings and cataloguing recordings for each meeting.
  • Create a sound records management system for the Board Secretariat department and esnure mantainance thereof.
  • Conduct routine verification to ensure integrity of the records management system for the department.
  • Provide training to staff who require access to or have responsibility to maintain records.
  • Prepare  notices, agendas and board committee meeting packs within the prescribed timelines.
  • Ensure that an agenda is agreed to by the board committee chairperson and CEO  to guide the meeting as well as sufficient information or notices are sent to the relevant audiences timeously.
  • Ensure that meeting logistics for the Board are well managed.

 

Administrative or Advisory Support Duties with the Board Secretariat Meetings

  • Provide guidance to board committees regarding meeting procedures and provide any legal or technical advice required.
  • Render secretarial services to board committees.
  • Draft and issue board committee notices, agendas, minutes, action lists and issue resolutions etc.
  • Draft board committee governance documents i.e. frameworks, terms of reference, annual work plans etc.
  • Monitor board committee related activities to ensure compliance with legislation and corporate governance principles to identify deviations and implement corrective action.
  • Perform board committee self assessments every second year.
  • Manage office administration and planning support  activities in line with the best practices.
  • Manage all Board Secretariat related enquiries and escalate to the Board Secretariat where necessary.

 

Policy Review and Implementation

  • Contribute to the development and implementation of departmental policy, procedures and processes.
  • Keep up to date with effective policy and practice execution strategies.

 

Reporting

  • Prepare quarterly annual work plan progress reports.
  • Monitor and report to board committees on the compliance with statutes according to legislative requirements.
  • Prepare board committee reports on behalf of the board committee chairpersons to the board.
  • Draft inputs pertaining to board committees required for inclusion in the Annual report.
  • Ensure submission of compliance documents to Department of Transport, National Treasury, Auditor General of South Africa and Prudential Authority.

 

Stakeholder Management

  • Ensure the benefits of an efficient and effective customer driven department to internal and external stakeholders.
  • Develop strategies to cultivate greater feedback with external customers for the enhancement of service delivery.
  • Build mechanisms to encourage continuous engagement with key internal and external stakeholders to ensure a foundation for effective working relationships.

 

People Management

  • Ensure the sourcing, development and retention of a high-performance team.
  • Manage staff in the department to ensure that they achieve their objectives in line with the strategic objectives of the RAF. Manage the implementation of human capital processes and procedures to control/ regulate workplace conflict and/or institute corrective measures and consultation processes to address deviations from standards.

 

Qualifications and Experience

  • Bachelor’s Degree in Law or equivalent.
  • Postgraduate in Law related qualification will be advantageous.
  • CIS qualification will be advantageous.
  • Admission as an attorney will be adventageous.
  • Relevant 6 - 8 years’ experience in a Board Secretariat related environment of which 2 years must have been on a management or supervisory level.
  • Thorough knowledge of PFMA, National Treasury Regulations, directives, instruction notes and other legislation relevant to the RAF.
  • Experience in a Records Management role will be advantageous.
