Manager: Compliance Management

The Road Accident Fund’s mission is to provide timely and equitable assistance to those affected by motor vehicle accidents through the provision of appropriate social benefits to ensure financial relief and recovery for qualifying individuals.
Purpose of the Job: Reporting to the Senior Manager: Ethics and Compliance, the successful incumbent is responsible to managing all the legislative, administrative and regulatory adherence to compliance requirements within the RAF.
Key Performance Areas
Regulatory & Compliance Management
- Manage the categorisation of compliance obligation based on their impact, importance and significance to the RAF.
- Keep up to date with changes in legislation and ensure alignment.
- Ensure business activities align with regulatory expectations.
- Develop Compliance Methodology which is in line with Generally Accepted Compliance Practice Framework.
Policy Review and Implementation
- Contribute to the development and implementation of departmental and RAF policies, procedures and processes.
- Guide policy development process through the alignment of the documents to the overall RAF’s Strategy
Management of compliance requirements
- Quality assure compliance reports.
- Align compliance activities with regulatory requirements and business goals
- Ensure that policies for compliance are aligned with the legislative requirements.
- Monitor regulatory changes that could introduce new risks.
- Provide advice on compliance related issues.
- Ensure the implementation of training initiatives.
- Manage compliance operational activities.
- Develop and manage the implementation of a Compliance Awareness plan.
- Establish governance structures to enforce compliance.
- Ensure consistent compliance practices across the organisation.
- Measure effectiveness of compliance operations.
- Benchmark with various organisations for best practice.
- Manage accurate documentation of compliance activities.
- Identify potential areas of compliance vulnerability and risk.
Management of compliance violation
- Manage Identify and report on all areas of non-compliance.
- Manage compliance violation dashboard and ensure timous update.
- Conduct compliance assessment and determination test.
- Track progress on the implementtation of action plans and report status to management.
- Manage violation awareness to prevent reccurrence.
- Define the scope, objectives, and timeline of the investigation.
- Determine evidence requirements and methodology.
Compliance reviews and monitoring.
- Develop annual Compliance Monitoring Plan and monitor the implementation.
- Manage executiion of compliance risk assessment.
- Evaluate and establish wether the existing controls in place are propely working, aligned and make recommendations.
- Utilise the report on findings to enhance complaince systems.
- Manage and monitor adherence to identified compliance obligations.
- Manage tracking of the implementation of action plans and report outcome to management.
- Manage the preliminary survey conducted to understand the area to be reviewed.
- Manage coordination of evidence to substantiate findings identified.
- Review reports and recommend corrective actions to be implemented.
Reporting
- Identify and report on all areas of non-compliance.
- Ensure compliance management, monitoring and reporting to various governance committees.
- Ensure timely follow-up and resolution of complex compliance matters.
- Compile quarterly reports to the Risk Committee.
- Compile the compliance assessment report and submit to management.
- Discuss the reports with Management of the area reviewed.
- Manage the drafting of briefing notes.
- Ensure proper reporting of potential violations to the Senior Manager
Stakeholder Management
- Ensure that there is optimal communication with business and that business is kept informed at all times on the status of compliance.
- Engage with relevant internal stakeholders.
- Represent the Fund in relevant external activities and events.
- Communicate with all levels of stakeholder contact.
- Delegate inquiries and requests for information from both internal and external stakeholders.
- Manage and monitor performance of the team and implement corrective actions for poor performance.
People Management
- Ensure sourcing, development and retention of a high-performing team.
- Ensure that recruitment of operational workforce is in line with employment equity targets.
- Ensure the motivation, cohesiveness, and alignment of the organization’s team members.
- Manage staff in the department to ensure that they achieve their objectives in line with the strategic objectives of the RAF.
- Ensure implementation of people management processes and procedures to control/regulate workplace conflict and/or institute corrective measures and consultation processes to address deviations from standards.
Qualifications and Experience
- Bachelor’s Degree in Law / Auditing / Business Administration / Risk management or Compliance related qualification.
- Post graduate in Compliance qualification will be an added advantage.
- Registration with the Compliance Institute Southern Africa (CISA) will be an added advantage
- Relevant 6-8 years’ experience in a Compliance/ Legal / Risk Management environment of which 2 (two) years must have been on a management/ supervisory level.
