The Road Accident Fund’s mission is to provide timely and equitable assistance to those affected by motor vehicle accidents through the provision of appropriate social benefits to ensure financial relief and recovery for qualifying individuals.

 

 

 

Purpose of the Job: Reporting to the Manager: Compliance Management, the successful incumbent is responsible for driving the implementation and monitoring of compliance initiatives aligned to the relevant legislation, rules, codes and procedures.

 

Key Performance Areas

 

Regulatory & Compliance Management

  • Assess the applicability of regulatory requirements.
  • Development of a Compliance Risk Management Plan (CRMP).
  • Identify potential areas of compliance vulnerability and risk.
  • Conduct categorisation of compliance obligation based on their impact, importance and significance to the RAF
  • Monitor legislative developments and ensure alignment
  • Conduct compliance awareness and provide advice on business units on compliance obligations, processes and procwdures.
  • Draft briefing notes to advice the business on legislative changes.

 

 

Policy Review and Implementation

  • Contribute to the development and implementation of departmental and RAF policies, procedures and processes.
  •  Guide policy development process through the alignment of the documents to the overall RAF’s Strategy

 

Compliance Violation

  • Conduct regular complaince checks.
  • Conduct compliance investigations and compile reports.
  • Resolve compliance violations timeously.
  • Carry out root cause analysis of non-compliance.
  • Conduct compliance Trend Analysis.

 

Compliance reviews and monitoring.

  • Implement and monitor adherence to identified compliance obligations.
  • Conduct compliance risk monitoring of identification of legislation applicable and policies
  • Conduct a preliminary survey to understand the area to be review
  • Perform a risk assessment and determine the level of risk
  • Conduct a preliminary survey to understand the area to be reviewed.
  • Coordinate evidence to substantiate findings identified.
  • Track progress on the implementtation of action plans and report status to management.
  • Recommend approapriate action to be implemented by management.

 

Compliance Risk Management

  • Develop Coordinate the identification of compliance risk with different business units.
  • Initiate Compliance Risk Management Plans (CRMPs) on identified high risk areas and provides an overview on the status of the departments regulatory control environment.
  • Perform a structured assessment of compliance risk arising from the Prioritise regulatory requirements individually measuring the impact probability of each regulatory requirements.

 

Reporting

  • Provide inputs for the report submitted to the relevant governance comittees
  • Prepare compliance reports, discuss with Management and obtain comments on the area reviewed.
  • Compile functional reporting systems, for management, projects or performance reporting.
  • Prepare proposals, briefings, presentations, reports, and other documentation and provide management information both verbally and in report format.

 

Stakeholder Management

  • Facilitate communication with relevant internal and external stakeholders and manage the relationships.
  • Engage regulators with regards to adherence to industry standards.
  • Communicate with all levels of stakeholder contact.
  • Represent the Fund in relevant external activities and events.

 

People Management

  • Ensure sourcing, development and retention of a high-performing team.
  • Ensure that recruitment of operational workforce is in line with employment equity targets.
  • Ensure the motivation, cohesiveness, and alignment of the organization’s team members.
  • Manage staff in the department to ensure that they achieve their objectives in line with the strategic objectives of the RAF.
  • Ensure implementation of people management processes and procedures to control/regulate workplace conflict and/or institute corrective measures and consultation processes to address deviations from standards.

 

Qualifications and Experience

  • Bachelor’s Degree in Law, Business Administration, Auditing/ Risk Management related qualification.
  • Relevant 5-7 years’ experience in Compliance / Risk Management/ Legal Governance environment.
  • Registration with the Compliance Institute Southern Africa (CISA) will be an added advantage.
