Specialist: Data Engineering

The Road Accident Fund’s mission is to provide timely and equitable assistance to those affected by motor vehicle accidents through the provision of appropriate social benefits to ensure financial relief and recovery for qualifying individuals.

Purpose of the Job: Reporting to the Manager: Data Engineering the successful incumbent is accountable for designing, building, operationalizing, securing and monitoring data pipelines and data stores to solution designs, standards, policies and governance requirements, thus making data accessible for the evaluation and optimisation for downstream use case consumption.

Data Engineering and Insight

• Design, operationalise, secure, and monitor data pipelines and data stores.
• Design solution, standards, policies and governance requirements.
• Ensuring data is accessible for the evaluation and optimisation for downstream use case consumption.

Drive Automation Through Effective Metadata Management

• Utilise innovative and modern tools, techniques and architectures to automate data preparation and integration tasks.
• Maintain data management infrastructure to drive automation in data integration and management.
• Create, maintain and optimise workloads that move from development to production for specific use cases.

Structuring Data Tools and Integration

• Track data consumption patterns.
• Perform intelligent sampling and caching.
• Monitor schema changes.
• Recommend and automate existing and future integration flows.

Data Quality

• Contribute to and enforce data quality standards and processes across all data engineering projects.

Unstructured Data Management

• Implement strategies for the efficient handling, storage and processing of unstructured data, including the use of Enterprise Content Management systems, intranet sites, and web channels.
• Contribute to policies and tools for tagging, categorising, and indexing unstructured data to enhance searchability and access.
• Implement initiatives to integrate unstructured data with structured databases and analytics tools.
• Evaluate business needs for unstructured data management.
• Monitor the effectiveness of unstructured data management processes for intranet, web, and other data sources.

Policy Review and Implementation

• Contribute to developing and implementing departmental policy, standards and procedures, and processes.
• Keep up to date with effective policy and practice execution strategies.

Reporting

• Track and prepare the project status report on the progress of the implementation of reporting requirements.
• Develop reports/ procedures and guide the process through the alignment of the documents to the overall RAF’s Strategy.
• Develop functional reporting systems for management, projects or performance reporting.

Stakeholder Management

• Participate in ensuring compliance and governance during data use
• are invoiced and paid on time.
• Communicate with all levels of stakeholder contact.
• Represent the Fund in relevant external activities and events.

Qualifications and Experience

• Bachelor’s Degree/ Advanced Diploma in Information Technology or a Computer Science or Business Administration or Commerce/ Business or Engineering.
• Professional certification in Data Platform/ Technology framework(s) will be an added advantage.
• Relevant 5 - 7 years’ experience in Data Engineering environment.
• Experience in developing and building databases, warehouses, reporting and data integration solutions.
• Experience in building and optimising big data pipelines, architectures, and data sets.
• Experience in Cloud -native data environments and platforms.
• Experience in Infrastructure -as-code, CI/ CD.
