The Road Accident Fund’s mission is to provide timely and equitable assistance to those affected by motor vehicle accidents through the provision of appropriate social benefits to ensure financial relief and recovery for qualifying individuals.

 

 

 

Purpose of the Job: Reporting to Manager: Ethics, the successful incumbent is responsible to implement all ethics initiatives at the operational level across all RAF offices.

 

Key Performance Areas

 

Case Management, Whistle Blowing Hotline and Conflict of Interest

  • Manage internal conflict of interest controls.
  • Track, attend and follow up on reported unethical cases.
  • Provide advisory and ensure safe reporting or whistle-blowing facilities.
  • Contribute to defining the scope of investigations and identify ethical breaches post-conclusion of investigations.
  • Conduct and assess investigations on reported allegations of ethical misconduct.
  • Advise line management on emerging ethics risks.

 

Ethics or Values Awareness

  • Conduct training needs analysis on ethics or values.
  • Manage ethics knowledge base by participating in the drafting of ethics articles for publication in the Ethics Newsletter.
  • Compile draft Ethics Office communications and directives for issuing to staff.

 

Facilitate the Development and Implementation of Ethics Framework and Strategies or Plans

  • Participate in the development of ethics programme of action.
  • Coordinate and plan ethics events.
  • Implement different programs such as an Ethics Ambassador’s programme and related.

 

Policy Review and Implementation

  • Contribute to the development and implementation of departmental policy, procedures and processes.
  • Keep up to date with effective policy and practice execution strategies.
  • Participate in the development of the Ethics Policy and SoP.

 

Reporting

  • Prepare compliance reports, discuss with Management and obtain comments on the area reviewed.
  • Draft ethics reports for combined assurance and ethics ambassadors’ forums as required.

 

Stakeholder Management

  • Participate in collaborative initiatives with other business units and combined assurance service providers on ethics/values awareness.
  • Plan, organise and conduct ethics desks and talks for employees.
  • Provide continuous support to ethics ambassadors’ programme.
  • Attend to Internal Audit and Auditor General of South Africa findings.

 

Qualifications and Experience

  • Bachelors Degree/ Advanced Diploma in Risk Management/ Internal Audit/ Public Administration/ Legal related qualification.
  • Ethics Officer Certification by The Ethics Institute/ Certified Fraud Examiner is a requirement.
  • Relevant 5 - 7 years’ experience in Ethics or Compliance or Risk or fraud investigation environment.
